The most compelling criticism of past adminstrations has been that they treated terrorism as a “crime” issue. That gives international terrorists in a better position than common criminals, since common criminals are subject to reasonable searches, and witnesses can be compelled to testify against them. Not only that, a common suspected criminal can be arrested based on probable cause, i.e., sufficient evidence to present to a jury for determination of guilt or innocence. What the critics of the Iraq war, which essentially was the execution of an “arrest warrant” for Saddam Hussein, are demanding is that “arresting” a suspected terrorist requires absolute proof. If they want to treat terrorism like crime, the least they could do is put terrorists and tyrants on the same level as common criminals. - Ed.
